Gov’t allays fears of Bangsamoro becoming an Islamic state

The chief government negotiator on Tuesday sought to ease fears that the creation of a new autonomous Muslim homeland in Mindanao could lead to the rise of an Islamic state within the Philippines.

Marvic Leonen, head of the government panel negotiating peace with the Moro Islamic Liberation Front (MILF), said at a briefing for Philippine Daily Inquirer editors and reporters that the creation of Bangsamoro would respect the “separation of Church and State.”

President Benigno Aquino on Sunday announced a preliminary agreement between the government and the MILF to end a decades-long Muslim insurgency in Mindanao with the establishment of Bangsamoro, which would replace the Autonomous Region in Muslim Mindanao (ARMM).

The establishment of Bangsamoro would also mean recognition of the Moro identity, said the Presidential Adviser on the Peace Process Teresita Quintos-Deles.

Following the announcement of the preliminary agreement on Sunday, she said, a group of Bangsamoro proposed a campaign called “Bangsamoro Ako, Filipino.”

“It is a way to promote the Moro identity as part of the Filipino,” Deles said, adding that she had told the group to proceed with the campaign. Read More »

FVR says ARMM not a ‘failed experiment’

MANILA, Philippines – Former President Fidel V. Ramos cautioned the incumbent administration not to pass judgment on the Autonomous Region in Muslim Mindanao, which was already being planned during the time of President Benigno Aquino III’s mother.

Ramos said the ARMM was established 23 years ago on September 2, 1996 during his term.

“It may be recalled that ARMM was created by the so-called Organic Act of 1989, which is a creation of former President Corazon Aquino, and with due respect to her it worked for awhile even during and after the 1996 final peace agreement that was forged during my time,” he said. Read More »

Palace says Hataman need not resign

MANILA, Philippines–Malacañang on Saturday maintained that Mujiv Hataman, acting governor of the Autonomous Region in Muslim Mindanao, could stay in his job even after filing his certificate of candidacy for governor.

While President Benigno Aquino III appointed him, Hataman was holding an elective post as officer-in-charge governor of ARMM, Undersecretary Abigail Valte, deputy presidential spokesperson, said in a radio interview.

And under the Fair Elections Act and Omnibus Election Code only individuals holding appointive posts are deemed automatically resigned after filing their CoCs, Valte said.

“The position that they are holding is an elective position, even if they were appointed by the President by virtue of the law on the ARMM postponement of elections so these could be synchronized [with the 2013 Philippine General elections]. That supervening event does not change the character of position that they are holding,” she said, referring to the governor down to members of the legislative assembly. Read More »
